­The average is composed of 100 of the most popular credit cards in the country, including cards from dozens of leading U.S. issuers and representing every card category. Introductory (teaser) rates are not included in the calculation.

For more than a year, the Lafourche Library System has purchased thousands of dollars in equipment, meals on trips and other items with credit cards and has never used parish government’s computerized accounting database to document purchases.

Parish President Charlotte Randolph says those practices are violations of the parish’s accounting and purchasing policies, adopted to ensure compliance with state law and that public money is spent with oversight.

Randolph has urged the system to adopt those polices for more than a year, but she said she has been met with stiff resistance.

Library Director Susanna Lebouef said the system has long used credit cards without any problems, and she said the system only needs to answer to the Parish Council — not the administration.
